An oversimplified explanation would simply be: they make the enemy think you're here, when your actually over there. You would normally deploy them in dire situations, though you can deploy them whenever you like. Usually, deploy them right before you change your position (at flank speed) and are in a situation that defies all other evasive attempts.

Here, I always thought the decoys, were debris to make the enemy think you were sunk.

Compressed air emitters that are intended to mimic the sound of your propellers- fool the enemy into believing that the noise is coming from your boat. While he tracks the decoy, you sneak quietly away and live to fight another day. They operate for 15-20 minutes. That is how I understand it.

Sometimes it works, sometimes it don't.
