I've been wondering, since I've never bothered with them myself, when I refuel/rearm at a submarine tender, will they hook me up with the same stuff I left port with or will they give me something else? I've been thinking of getting a full MK18 load on the Narwhal, but I don't want to waste all that renown every time I head out.

If you just refit without docking in port, you're given everything that you had when you started the patrol.
I don't think the torp refill would cost you renown though.

Correct, no renown cost to refit. Smart thing to do is go ahead and get the loadout you want, say all M18's. Then before you even dock, refit and fill up, then dock. You'll have your torp's at no cost.
