basically, CO2 is the amount of air left to breathe inside the sub, before you suffocate to death.. not to be confused with compressed air which controls buoyancy and emergency surfacing..
Naah, CO2 is not how much air still left to brethe, quite the opposite since the O2 transforms to CO2 in our lungs. CO2 is dangerous for humans, that's why you need to ventilate your boat from time to time. I have had up to 80% of CO2 in my games. Don't know if it's realistic, but works here anyway. You should be able to stay under the water for around 30h anyway.

If there is 80% of CO2 in your u-boat it would be very hard to breath, but I dont think that it would yet kill people. It could maybe only knock human unconscious.
