Repair damaged systems, cannot comply

I had just finished off a loan merchant with my deck gun and I wanted to watch it sink from my deck. It exploded and debris landed on my sub crippling my engines and causing major flooding.

I got all the flooding stopped, and asked my CE to repaid damaged systems. He said he could not comply.

He was not injured, i had 7 points (or whatever their called), and his moral was fine.

Just wait till you get attacked , dive , try to go to silent running and can't because your officer is injured.

It's a silly idea in my opinion and I would love someone to mod it out.
