External Torpedoes for Gruppe Monsun

Do we know if the order of early-to-mid 1943 eliminating the use of external torpedo storage applied to the boats that were in Gruppe Monsun? I'm finagling a loadout on an IXD/2 and would like to keep the thing accurate if possible.

Gruppe Monsun suffered more than most through lack of torpedos
Japanese ones were no good so only torps bought in by blockade runners mattered
Even the Indian Ocean from mid 43 had decent air coverage from roaming carriers and the like as well as land based
