Because this is also the kind of capability that's needed for countries that feel threatened by America's extensive strategic reconaissance means.
Besides, the Club is broadly Tomahawk sized, and there had been such things as land-fired Tomahawks, armed with nuclear warheads, on TELs.

Like this is a new idea? My company makes containers, well modules, they are more advanced what we do. Anyway I have countless ideas for turning these into drag and drop missile systems for merchant men.
I don't see what is so sneaky about it, unless of course it is because Russia is designing and selling it.
