VIIc tower upgrade - 2nd Flak gun

Searched through the whole forum but haven't found a solution for this:

I "bought" the VIIc tower upgrade with 2 Flak decks. Now how do I actually get the 2nd Flak - my lower deck position is always free.

I tried to upgrade to twin 20mm: Only one Flak installed.
Tried to downgrade to single 20mm: Only one Flak installed.

Is the 2nd deck reserved for a heavy flak? Description says the tower has 2 light flaks - so it should be possible to install 2 x 20mm or not.

Mine didn't show up while in the pen, but once I got out to sea it was there after I upgraded the new conning tower.
Not sure this helps but there ya have it.

Found the solution: The problem is the Mod "Fistful of Emblems", additional tower emblems for your sub.

If this mod is installed the page for the 2nd Flak position will not show up in upgrade screen.

I'll go and tell the mod makers.
