How the heck do you complete a patrol objective? I go back and forth across the binoculars icon, but no matter what, even if I sink the entire Japanese fleet, I never get that mission objective accomplished.

You need to stay within a certain radius for a certain amount of time. In stock it's usually 50nm's for 24 hours or so, but mods can differ to greater times and distances. Check your messages it should tell you how long and the patrol distance. The best thing to do is just sit on the star and time compress until it gives you completion, then you can ask for another or better go hunting the good places.
You can just use your tools and draw a 50nm or whatever from the star and patrol in that zone for the correct amount of time. Some objectives you have to sink a ship in the zone, so just have to patrol until a sucker comes along.
Know that if you go out of the zone given the clock resets and you have to do it again, so stay within the limits set.

Bloody hell. That explains it. I guess I'll give my crew a day's off while we "patrol" the mystical binocular star. :doh:
