How do I complete it? I'm at the drop-off spot, but I have no idea how to deploy the spy. There is no icon so deploy the operative or anything.

yeah another bug, I had to download a mod that adds more buttons like SH4. When I hit the button to Charge/stop charging batteries the dialogue popped up. But if you miss the original or postpone it that was the only way i got it back. Crap I know but just another example of how little work the devs did on this game.

If it works like SH4, then ordering all stop on the engines seems to be the trigger to bring up the launch boat order.

Tried that, it doesn't work.

Looks like Ual is correct, yet aother bug.
