Well, I am having serious performance issues when I am in the submarine and have crew around it really makes the game unplayable.
Until I save some money for my new graphic card :DL I would like to know if there is any way to remove the crew. I mean been able to walk around without people.
I really doubt it has anything to do with the crew. People with high end rigs get performance issues aswell inside the boat.

Turn off shadows and AA.
If that doesn't work turn off pc.

Seeing the same thing. Smooth as silk outside and when observing through scopes, close to unplayable when moving around inside the sub. The stuttering stops as I get about halfway up the conning tower ladder. Explosions are no problem, lots of ships on screen at the same time, no problem, but the interior is killing my admittedly modest rig.
I have the same issues. I can be outside with lots of ships around and the game runs smoothly. Step below decks and I am at a snails pace. My drivers are all up to speed and I run SH IV with no issues plus just released games run smoothly (COD Modern Warfare 2, Left 4 Dead 2, Empire TW and now Napoleon TW).
I gave in to buying the game even with DRM and hearing everyone complain.

Try this:
1 - Turn shadows and AA off
2 - Enter system manager (Ctrl + alt + del), go to the processes tab, click with right mouse on Sh5.exe and change priorities to "high" or "real time".
Also, I strongly suggest using the mod found here http://www.subsim.com/radioroom/showthread.php?t=163847
as it changes lightning and reduces the impact on FPS (at least it works this way here)

I experimented with disabling the crew scripts in the control room to see if that improved the frame rates. It didn't have a noticable effect. The frame rates are the same with the two crewmen on the bridge or at the hydroplanes station, so it doesn't appear the number of crewmen is playing a very large role either. It could be the Control Room is just the most complex 3D environment in the game and doing all the rendering and lighting effects and whatnot are what drops the fps. The only thing I found that effected fps was closing the fore and aft hatches.

Sounds like your GPU is over heating if you're getting flickering, try having a dust.

...even if one COULD shut off the crew and increase frame rates, that may not be such a great thing. I'm only partway through the second mission and it appears clear that morale is a BIG issue - and if one doesn't talk to the crew, their performance and, "abilities" (?) suffer!
