Let me begin with, I hope there will be a mod to turn off the sensor circles drawn around enemies.

However, I am finding them useful for the begining missions to get used to the sim.

It is cool to see how point my boat at the enemy reduces there visual acuity.

That being said however, I do not understand why the visual circle of the enemy remains the same when I am under water with just the scope barely above water.

This removes nearly all stealth from a submarine. They can see my boat at 10km (which is also ludicrous), whether showing the entire hull, or just the head of the scope.

This is not right I think.

Anyone know which file contains the max range for AI sensors so a reduction in visual range for the enemy can be made to a more realistic level.

There's been a mod for this, but to be honest I think it stayed the same since they'd already seen you? It's also possible that environmental condition gave you away, perhaps you were in fog while on the surface, but as you submerged the fog lifted so their detection range stayed high? Either way, pull down the scope! :P

There's been an AI sensor mod already, check the Mod Workshop for it.
