Sonar guy can't??

Im on a mission and I played around with my sonar guy's abilities to "total revile" It worked fine but now after I refited he says he cant at the moment. Can someone please help me

The morale system and morale related abilites are bugged and broken right now. There's a mod in the mod workshop forum up there ^ that shuts off morale cost for the crews abilities.
