Say a type 9 wanted to put some men ashore at night in an inflatable dinghy. Would it be possible to raise just the conning tower out of the water and the men get out. I mean without surfacing the boat.

Why? if the hatch was above water, wouldnt that be alright?

I don't see why not....
Should be fine as long as your inflatable boat will fit through the hatch.;)

or as long as there is no wawes at _all_. otherwise one wave flushing water down the hatch an then the boat sinks a little and then more water enters and then youre submerging the boat using the pressure hull as ballast tank...:timeout:

you could be hull down, so basically the rest of the hull is just below the waterline. i think that would be a comfortable margin?

Imagine handling an inflatable in the restricted confines of the conning tower, around the lookouts, the flak guns and railings etc. Just surface or like psykospatsak says, flood her down so the deck is barely awash.
If you can't surface long enough to put a boat in the water you probably should not surface at all.
