The Obama administration, mindful of public anxiety over the government's mushrooming debt, is shifting emphasis from big-spending policies to deficit reduction. Domestic agencies have been told to brace for a spending freeze or cuts of up to 5 percent as part of a midterm election-year push to rein in record budget shortfalls.

Probably a bit of both. Every President inherits the good, the bad, and the ugly from the previous President (even if it is the same person); but every President also adds his own good, bad, and ugly also.

No President inherits everything, nor does any President create everything that is good, bad, and ugly about our country.

It is all one continuum. Decisions and actions of Presidents years and years ago are affecting our current situation.
