We've had a few instances like that over the years up here in Calgary, except for deceased person part. One fella in particular had to pay for city workers to come in and clear out the mess from the house and yard after numerous complaints. A couple years later, the same damn thing. There he was on the TV crying the blues about how his valuables where being stolen by the city. What a wacko.
