can not initilize 3d engine error

on start up the game goes thru the validation screen than this error comes up. i just installed a new video card last week a 8400 gs 512mb
from pny i run a p4 3ghz 3.5 gigs of ram 160 gigs of hard drive have no real problems with sh4 tried reinstalling to no avail. has anyone seen this
and know a fix. this is on a hp a1223w:06:

i cant seem to find an adjustment in the NVIDIA control panel where do i look for this?

screen resolutions/refresh rates = 72 Hrtz

Ouch! I hope you have an LCD if you run less than 75hz for your refresh.

thanks guys my new card set itself to native res which only 60 hz
changed res to one that lets me set 75 hz
