... So where is our secretary of state in all this? Sipping mai ties in Malta? Isn't she the one who is supposed to negotiate with rogue nations? No wonder she gets upset at the mention of Bill Clintons name. He is making her look bad even now! :D

No, There is nothing in the job description that states that the Sec State is the one that has to be the negotiator.
She has a cadre of career FSOs with far more experience than any Sec State who handle that stuff. Sec State is a political position, FSO is a career position.
The Sec State is the head of the State Department, but is not the entire State Department.
I would opine that the majority of negotiations are actually accomplished by the "staffs" on both sides. The leaders just sign where and when the staff tells them to sign. :)

I've yet to see a case so high profile not handled by the secretary of state before than the N Korea one, so I tend to disagree with you on that point.
