Theres alot more going on there than buildings falling down.

They have recieved over 100" of rain in two days thats not a typo over one hundred inches in two days and thousands if not millions are displaced and homeless. Flooding is out of control.

Now before you global warming activists pipe up this is the worst flooding China has suffered in 50 years. Thats right this kind of event happened 50 years ago.

Wow, a multi story built on that subsoil next to water with just a plain raft.
Some Taiwanese building inspector is going to really get it for signing off on that development.

You can build a hotel just about anywhere you want, but the foundations have to be suitable for the location.
