I've been lurking awhile. Some good posts here, and some great tips. Can't find anything useful about crew management in SH4 though... what exactly can you tell me about it?
So far I haven't really seen a use for this aspect. How do I use crew and assignments and ranks and medal appointments. I have noticed the efficiency of going to 'battle stations' but other than that, I can't figure what the crew portion of the game actually contributes.

They contribute a lot. I think you have found the crew screen, so skip all of that.
Each person has skill ranking in cetain area's. The higher the skill, the better they operate. Each compartment gives you a slot for Command. As the game goe's on, you want the best Officers in those slots. Try removing one of the top Officers from the command slot and watch the crew rankings go down.
Simply, you want the best mechanics in the engine room, damage control or when a compartment get's damaged place them in there. You want your best gunners on the deck and AA guns for faster accurate shooting.
When you return, you're allowed to award promotion. As you promote, they gain higher skills.
Also, the crew has moral ratings. You can place your arrow on them, they can be normal, shaken, panic, fanatical, ect. These moral factors can determine many things that happen to your ship.
They're many other things. Mod's have effect as many provide crew members with special abilities. I'm sure others can add, but your crew is as important as your sub.
