Over all this is an interesting question. Since taxes on smoking in the US funds health insurance for children of low income families it certainly muddles the issue.
If I were to stop smoking I would be denying children of health care. If National health care comes to pass my cigarette tax should go down. But the cigarete tax won't go down. Which means non-smokers will be taxed.
This is the lesson of taxes.

well, if taxes on tobacco should pay for anything, it should pay for damages to smokers own health. Like hospital bills for lung cancer patients and similar.
The higher bills, the higher taxes.
Of course, this is dependant of taxation system, which is completely different in America and Europe.... And is another discussion.
The relevant issue in this story is actually the electronic failure in the credit card system. What if this happened to you? Having a fantasilion amount of money withdrawn from your account? That would be the interesting part.
