DL'd and installed RFB and 3000 yard plotter with JSGME, but I experienced no change whatsoever in the look and feel of the game. No 3k plot either in mapview or attack map, and nothing out of the ordinary at large far as I could tell. Is there a special chant or ritual I must perform to get to teh good stuff?

Not that I'm aware of. I don't have the plotter mod, but RFB works just fine for me and I didn't do anything special.

Let's make sure you have it right.

Step:

1) Unzip the mod using 7-Zip or WinZip.

2) Put mod in MODS folder inside SH4 folder.

3) Open JSGME and enable mod.

That should do it.

Sometimes when the mods are zipped, there is an extra folder. Make sure the folder when placed in the mod folder, when opened, says "data"; otherwise the mod will not activate.

Here is step by step on how to install a mod. TMO mod is used in this, so anywhere TMO is stated just use RFB if that is what you want.

JSGME when done correctly will install a mods folder in you data file.

When you start the game you should notice a different loading screen.

Should you follow the step by step in the link and use TMO instead of RFB, I think the TMO that is used in the step by step is an old version and you would DL TMO1.7.

Also check out the RFB sticky at the top. Haven't played it in awhile but you may also need some patches to it.

Another thing I reccomend activate one Mod at a time with JSGME. Run only RFB first see if she goes if she took you will see RFBs loading screens they they will stand out it will be American and Germans yelling and ordering crash dive with an alarm and the loading screen should be nothing like UBIs. Once you know RFB is working go out and add in the plotter Mod.(dont save a career outside of port until you have both Mods you want runnning) Armisteads link is very useful if you have trouble follow it word for word if you still have trouble come post back.
