Those are damaged ships. Some boats had the meatball white(just a red circle on a white flag) to tally damaged ships.The Rising Sun flags are ensigns(warships) the Japan national flags are merchants.Some boats tallied damaged ships in other ways.The half flags here may also stand for unconfirmed sinkings as well as damaged hard to say each boat had a diffrent system to do their kill flags.
