I was sent this pic from a friend.Do the flags spell out a word or message?I woinder if this was given by a \kriegsmarine sailor to his sweetheart?

The flags spell WILHGUSTLOFF, so probably Wilhelm Gustav Loff.

The Wilhelm Gustloff was German Steamer sunk in WWII.

But I doubt that a German would be using the Royal Navy's signal flag code. He'd be using the International Code of Signals, in which

the white and red checkered flag is 'U' and
the black and yellow checkered flag is 'L'.

Nice catch on the Wilhelm Gustloff. I just checked that 'Loff' was a valid German name and left it at that.
