I think it may depend from which port you are based at? Is it possible that you are stationed at a port that doesn't have the VIIC yet?
Dud
You should have the VIIC available in September 1940 since you're playing in the 7/13th Flotilla. I'm assuming that you've been transferred to St. Nazaire by now.
Got me stumped too...:hmmm:

If using SH3 Commander do you have realistic U-boat availability dates enabled?

It is the reason, but it is not a problem. SH3 Commander is doing what you asked it to do.
According to my records, the first VIIC to join 7th Flotilla did so in February 1941.

The VIIC should be available for 7/13 Flotilla in Commander using historical U-boat availability dates from Aug 40 and from April 40 if not enabled.

Hmm, somehow my records managed to miss U-93 through U-96, which joined 7th Flotilla in 1940 and were designated front boats before the end of 1940. The first of these, U-93, didn't get designated a front boat until October 1, 1940, and left on its first war patrol on October 9.
Sorry about providing incorrect information.
Either I have missed some other boats (always possible, or perhaps sources differ), or it seems that SH3 Commander provides availability during the training period, which is great if you like to take shakedown cruises before your first war patrol. Just be aware that "historical availability" doesn't match availability to go on war patrols.

And the other thing that really bugs the crap out of me is there isnt a typeVIIA in the game. Most of the type VII U-boat numbers at the beginning of the war in the game are not type VIIB U-boats, they are typeVIIA's!

And the other thing that really bugs the crap out of me is there isnt a typeVIIA in the game. Most of the type VII U-boat numbers at the beginning of the war in the game are not type VIIB U-boats, they are typeVIIA's!If you are using SH3Cmdr, then yes, VIIA numbers are included for the Type VIIB for much the same reason that IIB numbers are included for the Type IIA.
Why? Because in RL 2 Flotilla never had VIIBs as depicted in SH3, they had VIIAs**. So the options for modders are to either remove the VIIB from the Flotilla altogether, thus effectively writing 2 Flotilla out of the game until December 1939 when the first IXB arrives, or maintain the status quo with the "close" VIIB model. I should point out here that it is not SH3Cmdr that determines which flotillas have which boats, but individual mods like GWX, NYGM etc. TMK *no* mod removes the VIIB from 2 Flotilla.
So, with this in mind, to maintain compatibility with all mods, SH3Cmdr adds VIIA numbers for the benefit of players taking the VIIB in 2 Flotilla, as it was decided (waaay back in mid-2005) that offering VIIA numbers was better than offering none at all, or automatically writing out the VIIB from the flotilla completely via the historic u-boat availability option.
This is covered in more detail in the forum archives.
However, if the numbers distract you, then just get rid of them. Open 'U-boat numbers.cfg' (SH3 Commander\Cfg folder) and edit the 'ALL' and '903' keys under the '[VIIB]' section. Change the VIIA numbers to whatever you want, or remove them altogether. Alternatively, you could edit both SH3Cmdr's 'U-boat availability.cfg' and your favourite mod's 'Flotilla.cfg' and remove the VIIB from 2 Flotilla completely. This is the most accurate solution, although a *better* solution might be to use SH3Cmdr to apply VIIA specs to the VIIB when the player is in 2 Flotilla; either way, SH3Cmdr provides you the flexibility to play the game the way that you want to.

@JScones, I like the fact that you included the U-boat numbers, i waasnt complaining about that Jaeson. I was just reffering to not having a playable typeVIIA in the game, stock or otherwise. I was kinda taking a shot at the dev team. Sorry for the confusion.:)

I did think that (and FWIW I share your view - I'd like a modelled VIIA too), but as it is SH3Cmdr that introduces the VIIA numbers I thought I'd explain how and why they got there.
