It seems a little before its' time but I like it. Assuming that maintenance requirements are not excessive, it could be useful in rough terrain or other unique circumstances. The high degree of mechanization in the U.S. military makes it superfluous in many instances, however.
What really excites me about this is that they have an exoskeleton that is this advanced. With that kind of functionality, they can't be terribly far from being able to design a practical chassis that supports heavy armor plating, assuming an adequate power source can be found.

A mini nuclear power plant in the rucksack. You can then use it's depleted uranium for the armor or shoot it at your enemy.:D
Well, they are coming up with more efficient batteries, and then there are those mini-turbine engines (http://en.wikipedia.org/wiki/Gas_turbine#Microturbines) that they are developing.
As for the noise, I am sure that's something that they can overcome with time. But imagine if they were able to make man sized mechs, sounds like win to me. Almost give a new life to Cavalry and Armored Branches.
