Hello,
please help with the following:
In SH3 there is a table with country and ship flags that helps to understand what country the ship belongs to and if the country is neutral or is at war and on which side.
It is a "sheet" o paper which I can drag by it's corner when using periscope (or using map - can not remember properly now).
I can not find such thing in SH4. Please help.
Thank you.

Japanese and German=BAD
Everybody else=GOOD.
I tend to keep a careful eye on those Dutch ships too-the Germans were known to fly the Dutch flag on some of their aux. cruisers / armed merchantmen.
Have a look in the recognition manual under German-if it's got a plane on the back but flying a neutral flag take no chances and SINK IT!

About the only 'neutral' you have to worry about is the Soviet Union. They finally enter the war in August 1945. Don't sink them.

The Soviet Union didn't declare war on Japan until August 9th 1945. Up until that point they were a neutral in the Pacific conflict. There were a few diplomatic incidents regarding Russian ships getting sunk before then but they stayed out until the European war against Germany was over.

USSR-Japanese war was declared on the 8th of August, 1945.
In my posts I meant that it is hard to understand if a ship belongs to the enemy or not. For example, Italy first entered the war together with Germany, then continued against it. The same difficulties is with Finland or Brazil, for example. Especially when playing for U-Boats. You meet a USA ship in 1940... Is it the enemy or not?...
I found that GWX team added such useful table to the game in SH3: you see the flag, you recognize the country and look at the date - it becomes clear if it is enemy or not.
P.S. Sorry for my English, fellows :)

Sorry. I think we all assumed you were speaking of US subs. :)
The U-Boat aspect of SH4 doesn't start any earlier than mid 1943. I may be mistaken, but I don't too many nations with a merchant fleet of any note declared war on her after that point. So sinking anything not Japanese or Italian should be fair game.

There might be some ambiguity regarding French vessels, (Free or Vichy?) but my own pet peeve is the post-independance Indian flag... I don't know if it was changed in any of the mods but it does annoy me every time I see it in '43...
For those that don't know this is the ensign of the Royal Indian Navy to 1947:

For civilian merchants a varient of the Red Duster was used with the Star of India:
