Are the American ships stuck at midway?

I attacked midway in my U-boat in heavy fog. I saw Japanese planes attack a heavy cruiser. Ok, it wasn't moving so I thought they disabled the engines. I sunk it. It took 6 fish! Ok anyway, I stumble on a battleship and it fires at me and didn't move. Basically nothing moved, but they fired. There was a merchant that was stationary. Are the scared to drive in fog, or is Midway not modeled to be attacked really?

I've attacked Japanese ports with the same results. I blew up a tanker last night while two subchaser just sat on the dock. They turned their lights on but that was it. Its been a long time but I'm pretty sure when I attacked a port in SH3 they all went crazy (at least after the patch with the more detailed ports).
