After a long patrol, i go to spain and fill it up with new tubes, but they don`t offer me some option to use only TII.so I got steam instead, so its there and optional way to go?

I'm not sure I understand. Do you mean the Spanish supply ship didn't have TIIs? Or that you couldn't load them?

the supply ships have only the most basic of supplies. if i recall correctly, most of the stuff had to be smuggled in

It depends on what your basic loadout at the time is. The basic loadout for each type of u-boat by war year can be found in SilentHunterIII\data\Cfg\Basic.cfg.
