Traditionally when a President leaves office, he'll issue pardons or commute sentences of convicted criminals.
Any speculation on who Bush will pardon? Keep in mind, he can grant a pardon for anyone who hasn't been accused of a crime, preventing them from ever being prosecuted. Ford did this for Nixon.
