SH3 Commander V3

I am running the GWX 2.1 mod(and its amazing)I have since found that i need to update my SH3 Commander to V3,however i cant find where to download it,please can anyone help?Or do i not really need V3?

If my memory serves me well, the .exe is SH3Commander 3.1, and the .zip contains the upgrade to 3.1.3.
