A quick question not answered anywhere I can find. To be credited with 'completion' of an assignment, is it necessary to actually drive the sub through the icon that appears in the assigned area ? In other words is the icon a waypoint that must be 'touched' or is it good enough to be somewhere in the vicinity? If the latter how close?

A good way to see what is going on, is to play with the Mission Editor a bit. Actually open a mission and you will see how they do it. You will see a "Zone" as a circle with an X inside it, that is what you have to reach. Once you are inside that circle you will trigger the "Objective" or "Event". The icon you see on the game screen is just to show you where and what type of "zone" it is. So for example if you have trouble completing a supply mission, zoom in a bit on the map, you may not be close enough to the icon to be inside that 'zone'.
I know the other link answered the question but that is just a bit more info on why you don't need to touch the icon, you just have to be inside the 'zone'. And that is also why the 'Patrol missions' are usually stay within 100 miles for 48 hours. Because the 'zone' has a 100 mile radius. And usually if someone does a MOD or a mission that is different than the 100 miles they will usually state it in the mission briefing.
That is how almost all missions are created, the 'zone' will trigger an event or complete an objective you have been assigned.
