Help please, in finding JSGME mod installer

I have been using the search feature on the SH4 forums to try and locate the JSGME mod installer program. All I have found are post that refer to JSGME by name, but give no information on how to obtain the download, or where to find the download. Could someone please point me to the correct location to download this program?
