Although there is only one recorded incident that I'm fully aware of (U.S. troops firing on NK refugees rushing southward), wouldn't this be more of a case of the Pot calling the Kettle black?
The South Korean government did plenty of dirty work all on their own.

My initial reaction is that the SK government (and hence country) should compensate those citizens, not the US.

I think they need to send the bill to North Korea, since they invaded.
