can You write my if exists a playable Type XXIII sub, and where can i download from?

Yes, a playable Type-XXIII exists for SH3. It is discussed here:

Initially the thread discusses just the non-human-playable model,
but then later in the thread is the work where it was converted
from a computer AI unit into a fully human-playable U-boat.
