Maybe because they have reached their limits? You have to promote them in port.

hmm never thought about this, thats why my XO aint getting Exp. why didn't i think of that

Officers can't be promoted any higher than Lieutenant on the American side and Leutnant Z.S. on the German side (which isn't correct, since many subordinate officers were Oberleutnants).

can chiefs gat a commision to ensign, they have a slot for exp,,, but mine dont acrew any?

The higher the ratings of the crew, the slower they advance. You can use your port calls and renoun to boost the crew. Works a lot better and faster that way.

Master Chief Petty Officers can be promoted to Ensigns so long as there aren't too many officers. You have to give a promotion to a Master Chief while in port.

Never seen it before. Some more info might help though. Which version are you running? Mods? Screenshots of officers not getting xp?

Theory that occurred to me last night: Have you reached the max number of officers on the boat? Try getting a new officer from the recruitment pool when you reach port. If you're not allowed to have more officers on the boat it will say so.
