What mods, if any, are you using? When do you get the screen? On startup? After loading a mission?

Need more info.

No mods yet. That screenshot is when I go to submarine school, but if I go to Career, Patoral, Muesuem, Etc. I get the same result. I will go through the load screen and that is the end result.

Is your operating system, by any chance, Vista? Which DirectX do you have installed? If you only have DirectX 10, then install DirectX 9 (I know, it doesn't make much sense but this game will not work without DirectX 9 installed).

where do I get DirectX 9, and will it effect my graphics for my other games like COD4?

I installed directx 9 and tired, nothing. So I uninstalled and reinstalled, this time while installing I had it instal directx9, tried again, nothing.
