which is better for the operation of the sub: beginners with super-crappy stats who earn ratings( the colored ones), or guys like chiefs who come with great stats but never earn ratings???????

depends on what your doing

If you can get a specialised crewman for the place put him in there

in 1.5 you can't man ships with all higer ranking members...so you'll need trained crew

but If you don't have a specialist, use the most experianced crew possible

Go for the best people you can purchase and slowly replace the lower ratings who haven't improved much. That's what returning to base is about.
