Questions about OLC UBER

I currently use OLCGUI 1.2.3, however I was thinking of using the OLCGUI uber.

1) Do I need both or just one? I think I need both from the readme, but just want to double check.

2) It says OLC UBER (or OLCE) has a fixed zoom level on periscopes? Does this mean I can't zoom in or out? This sounds like a big detriment to me.
