Which mod are you using? Different mods have different dates for the upgrades. Check the manual to see the dates they become available

I'm unaware of what mod if any you are using, but they're all there in GWX.

In particular, a lot of work/research has gone into the conning towers for the forthcoming release of GWX2.1.

There's no "supermods" enabled (execpt GWX 2.0) And other little mods that are something that shouldnt affect the upragestuff.

In general seems that you gotta wait till 43' for the good stuff to start becoming available; whether it be upgrades or torpedos.
