"IMHO, the Kingdom would do everything in its power NOT to be seen as reacting to US pronouncements and would be dead set against letting the impression be given that they are preparing for (and implicitly approving of) US military action against another Islamic nation.
Therefore, the fact that they publicly announced these preparations the day after a meeting with Cheney means that there is a credible, imminent threat of needing to make them. This is a reactive stance, and it does not serve the purposes of making the Kingdom look good in the eyes of the Ummah, as taking a proactive stance might have done. The proactive stance would have been to publish the details of the meeting with Cheney and ‘blow the whistle’ on the US’s plans; instead they are preparing for the fallout from them (pun intended).
Or am I missing something? "
