Conning towers mid career

I can't believe this is still a problem with the new patch.

But sure enough I am in an S-boat with the same gunless tower I started with. No upgrade, no nothing except an offer for a new command.

I know there is a fellow from UBI that checks this site. What is the deal with this still (seemingly) broken feature? Why has it not been fixed?

If the automatic upgrade is beyond hope, then how do I mod the save files to get the newer tower on my current boat?

Tower upgrades are random. In order to get one, you have to have a refit. A refit has *CHANCE* to occur when you dock after ending a patrol. Bascially, in order to get a refit, you have to make the proverbial lucky dice roll. Ive seen two refits myself on two different career games, so i know they work.

I wonder if it could be modded to put the odds a bit more in the players favor?
