how do you do this, must a ship be targeted?

You have to have made visual contact with either an enemy convoy or an enemy task force, and you have to be surfaced for the radio to work.

Unfortunately, you also need to be quite close. 4500 yards or something. No US sub would EVER have made a report under those conditions. Really, they'd only make a report if it was impossible to attack for fear of DF.

My experience is if you can visually see a bunch of 'em, then radio in. I haven't noticed the 4500 yd distance requirement.

I tend to submerge a bit so that the aerial is just sticking out, then dive in Silent Running mode. Anything checking me out gets shot.
