What specifically does the experience rating mean for a crewman?
I currently have a PO with 200/150 What specifically does this mean? It looks like this guy has 50 exp "too much". Does this mean that he is eligible for promotion if BDU authorizes me a promotion for my crew? I guess it is normal to have way more people eligible for promotion than the brass upstairs is willing to promote?
Speaking of promotions... What do they do in the game? Increase morale and endurance?
How do you plan your crew's promotions? I tend to give the lowest ranking crewmen promotions. Is this wise?

skills they aquire and patrols they have been on will affect - increase their endurance and ability - a noob hydro guy of one patrol will not be as good as a hydro guy of 4 patrols with rank - stick a noob flak gunner up and he wont be as good as a promoted to 'gunner rank' crewman.
i think thats it. things like 'watch' 'radio' 'machinist' 'torpedo' are all good ranks to aquire, there must be others too, but i aint got there yet !!

Give the promotion to someone you really need. Example, you may want to give the promotion to someone on the bridge watch to help with effeciency of spotting ships, or perhaps the sonarman. I usually give promotions to someone I consider the leader of the station. Then I give out promotions to others in the station.
But I play unrealistically and use Sh3commander to give out promotions like speeding tickets at the Indy 500, leaving my boat with 5 officers and half WO's and the other half seaman.
Edit: Im assuming youre talking about rank and not skills. If youre talking skills then Flag4 is right on with watch, radio, machinist, torpedoman.

one of the most important early qualifications to give is a "radioman" upgrade to your soundman...his efficiency will increase considerably
My specilities by MY order of importance
1.- Mechanic (damage control)
2.- Sound man
3,- Mechanic
4,- Machinist
5.- Torpedo
It takes about six patrols to have a properly efficient crew. Mechanics are the most important as they can save your boat if you get heavy damage.
