I got a message that there is going to be heavy IJN traffic from Cam Ranh Bay in the vicinity of 0730N 110E. 110E looks like a normal longitude. What is 0730N? It doesn't look like a normal latitude to this rookie navigator.

I believe it would be 7˚ 30' N. I've only got one such message yet, and I was close enough to the general vicinity that I could make out the longitude (it was something like 14710E, which I assumed to be 147˚ 10' E...proved correct by the presence of enemy activity). It would seem that Ultra only gives you those messages if you're in the ballpark, so it would be difficult to interpret "1345E" as "13˚ 45' E" would put you off the coast of Africa.

Here we go, took a screenshot of the message. The mark on the map is the location the message said the task force would be. They were a little off-target (obviously they weren't on land), but it was close enough.

Hightail it at flank. I got the same message and hesitated, worring about distance and fuel, and just missed a huge BB/CC task force.
I just started a new career out of Manila in Searaven and was sent to patrol off Cam Ranh Bay. First thing, I just had to go in and look, since it's 40 years, since I was last there. I snuck in at night on the surface and found nothing, not even a fishing junk. Coming out, I just reached the 50 fathom line, and I'm being run over by fast moving 2-column task force of BBs & CCs. Very hard to pick a target in the dark, and they're moving pretty fast, so I just shot the lot at Kongo, and now they are all running around like chickens with their heads cut off. I'm going elsewhere fast.
I bet this is the same task force your message is about, just a few days earlier.
Thanks all for the help. The message is a bit garbled, but I now know what to make of the oddball latitude, because I've started another campaign and got something where both pieces aren't standard-looking, but the area makes sense.
BTW, in the previous campaign I missed the juicy IJN force (a shame!), but later I ran across a large slow convoy. I made an end-around and was in perfect position for a daylight submerged attack, and the water was not glassy smooth. There was one subchaser in the front. One! And it was just leading the left column, going straight and docile like a robotic sheep, and I'm coming in across the right column to attack that left column behind the SC. As soon as I was just about in firing position (and I'm only doing very short peeks through the scope), the SC makes a beeline for me. I manage to loose four fish (which missed; this was my "figure out the PK" campaign) and tried to go deep; I was sunk on the way down. Dead is dead, so off to another campaign.

I'm running TM 1.7.6 and the latest RSRD, and been patrolling out of Cavite Bay since the start of the war, it is now Jan 28, 1942. Have seen no enemy ships of any kind, but a lot of aircraft coming directly at me at night, which is not possible for the Japanese to do in 1942.
The only ships I have seen are 3 small freighters, one Dutch, one U.S., and one with no flag. I have also seen several large "convoys" of fishing vessels, sampans, or junks, all of which are neutral.
Never saw the invasion fleets, even though I went to where they should be.
Something is foobar here.
I have since abandoned that career and will uninstall RSRD and see if that is the problem.
Sailing for almost 2 months game time and never seeing an enemy ship is more than I am willing to put up with in the name of realism.
Frankly, it's just plain boring.

The seas were swarming with Jap ships up until the fall of Java. The first campaign I mentioned I found the large slow convoy off Cam Ranh Bay, one of the larger convoys I've seen in SH4; new campaign just started today, go up to Lingayan, patrol, go up to Vigan, patrol, go up the Luzon Strait, and right now I did a quick run to get in front of a huge convoy--presumably an invasion convoy!
So, I'm seeing the opposite, the place is teeming with targets. In addition to fishing boats and sampans. I wouldn't give up, maybe it's just bad luck.

If you started from 1941, your first assignment would usually be anti-shipping off Honshu/Bungo straight or Luzon. Instead of directly heading for the zone, try stopping by wake islands on or around Dec 23rd , 1941. that's when the Japs assaulted wake. plenty of action there. just sunk two Maya Heavy Cruisers on my lastest encounter about 15km SW off wake island.. and I guess I spotted two Hiryu Fleet Carriers too. but let them off the hook though coz of their course change and focused on the two Mayas. :arrgh!: 1 day later also encountered a large convoy 1km SE off the island.. there's like about 15 ships :88)

Spawn issue explained.
Not sure if this has been mentioned before and i could now be in error since phase 3 of RSRDC but i think there is a spawn distance limit of 20 miles so if you are within the area you expect to see a battle group before they are supposed to be there they may not spawn until you move away... I think thats what happened to Tigrone when he nearly got run over :rotfl:
