Can't send status/convoy reports

I am on patrol but cannot surface higher than 15ft, which prevents me from sending reports. They neeed to get sent when the boat's on the surface. How to send the reports? I press the "s" button but the boat still doesn't go higher than 15 ft. That explains why I also can't use radar.

just one thing sometimes when you send reports you cant see them on the radio sheet
there is an option at the top of it that says show messages transmitted by you only (something like that)
set that and then you should be able to see if your messages are going out.

If your boat went any higher than 15 ft it would be flying :) The depth gauge gives you the keel depth, and 15 ft sounds about right. You are as surfaced as one can be.

Fincuan is correct. If your deck is above the waves (most of the time) you are surfaced. Your deck watch crew will be deployed.

HQ doesn't care about position/status reports except under the following conditions:
1) You have just fulfilled a mission requirement (you are ready for a new mission.)
2) You have just used up all your torps before sending a contact report on a convoy.
3) You are surfaced within 4500 yards of a merchant in a 3+ merchant convoy and making contact report. You will be told to attack it, go an another mission, or go home.
