You can ask for anything, but how realistic is it? If Ubisoft plans to release SH5 (an improved SH3 I presume) sometime in the distant future there is no chance that they will release the source code, and if they don't, I doubt it no less.
An open source, multiplatform U-boot simulation game, like Flightgear for flight simulation would probably require too much time to develop even if there is sufficient programming quality in the community to have something similar to SH3 standards (developing the source code under the GWX2 layer e.g. :hmm:).
Best chances are probably to hope for a SH5 (although I am quite happy with SH3-GWX right now).
