Fix for stuttery waves

Fix for stuttery waves . I reduced my Wave speed to 0.05 and this helped a lot . Use silent editor and look in Data/Scene.dat/Node - Sky/EnvData/Properties/SeaSpeed and change the speed to 0.05 .

The only time I get studdering waves is coming out of high TC and there has been a weather change during the TC. Recently I went into advanced tweeks on Ray Adam ATI Tray, checked off a list of things to improve the card. Studders are few to none existent.
