No worries. I installed SH4 with no problems--in its default installation path.
If you want to Mod, use JSGM, and right click the JSGM executable, and run as administrator whenever you use it. That's it!
I have no problem with mods on my Vista machine (laptop), also running Home Premium :hmm:

No problems here with Vista & SH4. Im guessing your getting that stupid Need your permission prompts (UAC) before you install a mod? Although you shouldn't even get them if your using JSGM.
To turn off the permission prompts:
Open up Control Panel, and type in user account into the search box. You'll see the link for "Turn User Account Control (UAC) on or off". Click it. Uncheck the box, and reboot your computer. You should be done with obnoxious prompts!

If it's giving you to much grief. Re-install to anywhere but /Program files.
The extra layer of security "File virtualization" ,or whatever, for that directory is the source of your grief.
Publishers really need to wake up and stop pointing game default installations here.

No problem with vista. Turn off the UAC as described, and install the game with its default path, mods included using JSGM. It works fine.
