It is best to post this message in SH4 mods forum so the modders could more easily find it.

Here you go, I just uploaded it. Leo might be working on his mod so that could be why the link was disabled.

Also, I'd be very cautious regarding mod installation right now. The modders are working hard to make their mods 1.4 compatible, and just because an existing mod runs in 1.4 doesn't meen it's compatible with the patch, and you may get CTDs or corrupted files. Just wait a few days, folks. I won't install any mod until the author of the mod sates that it is 1.4 compatible. Leo has yet to state this with ROW.
