Does anybody know wether my fuel consumption is computed against my engine setting or against the selected/resulting knots?

My first example is:

My engine is running at half speed, but because of sea conditions speed is lowered one or two knots.
Which value is calculated?

RL Physics would say: engine. But what about SH3?

My second example is:

Speed setting at 1/3 in a type VII results in 9-10kts, what is computed if I manually select 8kts?

What you are selecting when you order a certain speed is engine RPM the higher the RPM the higher is the fuel consumption.

OK, that is RL. But what is the value that is taken for the computation in SH3? Does SH3 compute on the basis of my RPM setting?
